Start the Tiger Envelopes control panel and select the Do not show splash screen on start-up item from the Help menu. If you see the Show splash screen on start-up menu item, then the splash screen is already disabled.

If you want to the splash screen to appear whenever you start the control panel, then select the Show splash screen on start-up menu item from the Help menu.
