Why aren't any of my Mac Mail accounts configured automatically?

We had reports that Mac Mail accounts weren't always being configured on Mac 10.4. We have been unable to reproduce this, but we believe we identified the source of the problem and that Tiger Envelopes version 0.7.2 appears to resolve it.
